Colombian refugees adrift in undocumented limbo in Venezuela

Peasants fleeing Colombia’s armed conflict are still trickling into Venezuela, joining the multitude who in the last seven years have requested refugee status and an identity document to help them rebuild their lives in their new country.

One problem is that “we are not out of reach here of the forces fighting in Colombia,” Laura (not her real name), a candy seller at a spot between Guasdualito and El Nula, two settlements in the border zone with Colombia in southwestern Venezuela about 650 km from Caracas, told IPS.

In 2005, Laura and the father of her third daughter, now five years old, managed a small restaurant in Vichada, a province in eastern Colombia near the Orinoco river, which was then controlled by the leftwing Revolutionary Armed Forces of Colombia (FARC), when suddenly the area was overrun by far-right paramilitary militias.

“Neither side tolerates people having any connection with the other. That time about 15 people were killed. I came to Venezuela with my three children, my partner fled and joined the FARC. We split up. Now he wants to take our little girl to Colombia: I won’t have it but he’s making death threats, calling me up from a telephone inside Venezuela,” said Laura.

Released from camps, Sri Lankans face long road home

IRIN reports that thousands of internally displaced persons who have left camps in Sri Lanka’s north say they are struggling to rebuild their lives.

Those leaving camps are transferred to transit points such as schools or churches, and then make their way to their places of origin or new resettlement areas, according to local NGO sources working with the returnees. Many are accompanied by dozens of other family members who cannot return to their homes because the areas have still to be cleared of mines laid during the conflict. This means homes are overcrowded and resources stretched, according to local NGOs in Jaffna.

Report: one in 10 Colombians uprooted due to violence

A new report from Refugees International says that

Displaced Colombian women and girls are the resilient survivors of the ongoing conflict inside the country. Frustrated by continued neglect from the authorities, displaced women’s organizations successfully petitioned the Constitutional Court, which ordered the Colombian government to bring to justice perpetrators of sexual violence and devise programs attending to the protection and socio-economic needs of displaced women. It is time for the government of Colombia to prioritize the implementation of the court orders. The U.S. government should take the opportunity of its close relationship with its Colombian counterpart to strongly encourage full compliance and provide help and resources to facilitate that task.

The report, which can be downloaded in PDF form here, also notes there are 3.2 million displaced people registered in Colombia – the second highest figure in the world after Sudan. Including unregistered individuals, one in 10 Colombians is uprooted because of violence..

UN official visits Sri Lanka camps for displaced people

The top United Nations humanitarian official kicked off his visit to Sri Lanka yesterday with a stop at camps housing some of the civilians uprooted during the country’s decades-long conflict to see what progress has been made in terms of releases and the remaining problems.

The three-day visit is the fourth to the country this year for Under-Secretary-General for Humanitarian Affairs John Holmes, who has raised the issue of internally displaced persons (IDPs) with officials on several occasions.

There were more than 270,000 displaced people staying in closed camps after the conflict between the Government and the separatist Liberation Tigers of Tamil Eelam (LTTE) ended in May. The UN High Commissioner for Refugees (UNHCR) estimates that about 163,000 are still there.

The residents in the camps in Jaffna that Mr. Holmes visited continue to suffer from a lack of freedom of movement and are hoping for an early return to their homes or release from the camp, according to the UN Office for the Coordination of Humanitarian Affairs (OCHA).

Pope appeals for Sri Lanka’s displaced; UN says people returning to their homes

At the end of yesterday’s general audience, Pope Benedict XVI remarked upon the current situation in Sri Lanka, six months after the end of the conflict that bloodied the country.

“We note with satisfaction the efforts being made by the authorities over recent weeks, to facilitate the return home of people displaced by the war. I strongly encourage an acceleration in this process and ask all citizens to work towards rapid pacification in full respect for human rights, and towards a just political solution to the challenges still facing the country.

“I trust, moreover, that the international community will strive to meet the humanitarian and economic needs of Sri Lanka, and I raise my prayers to Our Lady of Madhu, that she may continue to watch over that beloved land.”

Meanwhile, about 90,000 Sri Lankans displaced by the conflict between Government forces and Tamil separatists have returned to their homes in the past three months, and the pace of returns has begun to accelerate, the United Nations refugee agency reported.

Ecuador grants more than 16,000 refugee visas to Colombians

Xinhua reports Ecuador’s government has issued refugee visas to over 16,000 displaced Colombians in provinces bordering Colombia.

A survey, launched in March, is currently underway in the country’s southeastern province of Succumbios, an area said to have the highest number of Colombians displaced by that nation’s internal conflict.

“The efficient, expedite and trustworthy character of the broad register has allowed use to recognize 16,083 Colombians as refugees,” the Ecudoran government said.

Displacement, separation from family members and a lack of access to basic necessities are among people’s most common experiences and biggest fears. This was revealed by an International Committee of the Red Cross survey “Our world. Views from the field,” published to commemorate the 150th anniversary of the Battle of Solferino, which prompted the creation of the Red Cross and Red Crescent Movement. Fifty-six percent of the people directly affected by conflicts have been displaced, more than half have lost contact with a family member and one in five has lost their livelihood.

U.N. says 11 million people displaced in Central and East Africa

Armed conflict and natural disasters in Central and East Africa continue to drive an increasing number of persons from their homes, the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) reported Monday.

The combined number of internally displaced persons (IDPs) and refugees in 16 countries in the area exceeds 11 million, up from 10.9 million in December 2008, according to data compiled by OCHA’s regional office.

The report comes amid a year-long, worldwide campaign by the UN’s humanitarian wing to raise global awareness of what it calls a widespread “displacement crisis.”
